Northeast Flint Community Plan
A Choice Neighborhood Initiative
The Flint Housing Commission (FHC), in partnership with the City of Flint, was awarded a $500,000 Choice Neighborhoods Planning Grant in December 2022, to support a 24-month planning process for the Northeast Flint neighborhood.
The Plan was centered on the FHC’s River Park Apartments, which includes 180 units of low-income housing. The CNI Plan aims to replace 100% of those housing units within the neighborhood, as part of new mixed-income developments.

Project Overview
What is a HUD Choice Neighborhood Initiative?
Choice Neighborhood Initiative is a federal program through the U.S. Department of Housing and Urban Development (HUD). The Choice Neighborhoods program is centered on three core goals:
- To transform distressed public and assisted housing into energy efficient, mixed-income housing that is physically and financially viable over the long-term;
- To support positive outcomes for families who live in the target developments and the surrounding neighborhoods, particularly outcomes related to residents’ health, safety, employment, mobility and education; and
- To transform distressed, high-poverty neighborhoods into viable, mixed-income neighborhoods with access to well-functioning services, high quality public schools and education programs, high quality early learning programs and services, public assets, public transportation, and improved access to jobs.
