PUBLIC HOUSING AGENCY PLANS
What is a Public Housing Agency (PHA) Plan?
A Public Housing Agency Plan is a comprehensive guide developed by a local public housing authority that details its policies, programs, operations, and strategies for serving the housing needs of low-income families and individuals. The plan ensures transparency, accountability, and alignment with U.S. Department of Housing and Urban Development (HUD) regulations.
There are two types:
- Five-Year Plan – Outlines the agency’s mission and long-range goals.
- Annual Plan – Provides details on current operations and specific initiatives for the year.
Process when Updating a PHA Plan
- Staff Meets – Every 4th Thursday of the month
- Leadership Team Meets – (Weekly) every Thursday
- The following meetings are held to discuss important updates, share policy changes, to ensure that everyone is informed and moving in the same direction.
- Public meetings were held to discuss Community needs and input at the following sites:

- River Park Townhomes – February 21, 2025
- Richert Manor/Garland Chase/Forest Park Apartments – February 21, 2025
- Kenneth Simmons Square – March 24, 2025
- Public Hearing was held at the Flint Housing Commission on June 2, 2025
- Final PHA Plan will be submitted to the FHC Board of Commissioners on July 22, 2025
The Approved PHA Plan will be submitted to HUD on July 23, 2025
